Ventilation emergency stop
If the building is subjected to an external danger, such as fire gases from an adjacent building, the ventilation must be shut off. In such a case, the rescue authorities usually issue an emergency warning, providing additional instructions, such as to turn off ventilation systems.
Air ventilation can be stopped by anyone.

First aid
According to the Occupational Safety and Health Act (738/2002) 46 §, the employer is obligated to ensure the availability of first aid to employees and other personnel at the work place, to provide directions for getting first aid, as well as reserve enough first aid supplies at the work place or in its close proximity.

Fire alarm
The purpose of the automatic fire alarm system is to warn people in the property about an imminent fire. The system detects fires quickly as sensors react to the fire and the alarm bells start ringing. The system will alert the emergency response centre automatically.

Securing the functionality of the notification transfer connection

Fire compartmentalisation
The purpose of fire compartmentalisation is to limit the spread of smoke and fire and to secure safe exiting. For this reason, it is very important that the fire doors are kept closed. Fire doors must not be wedged open.
Spaces which differ from each other fundamentally in terms of usage or fire load are divided up into separate fire compartments, if it is necessary for the protection of property or personnel. (usage way compartmentalisation)

Rescue route
The rescue way is a drive way, which the rescue department's vehicles can use in emergency situations to reach to within close proximity of the building.
- It is not permitted to park cars, pile up snow, set up lampposts, plant vegetation, or do, leave, or set up anything else that might block traffic on the rescue way.
- Escape routes must be indicated with a text sign in accordance with Ministry of the Interior decree no. 468 of 2003.
- A rescue way sign is not used if the rescue way is not marked in the building's construction permits.

Emergency exit routes
The principle of exit safety is that all spaces of the building must haveat least two exit routes at all times which do not require keys or othertools to open the doors. Doors are not to be kept double-locked during working hours. Objects are not to be stored in front of the exits.

Mukaan voidaan ottaa henkilökohtaiset vaatteet ja nopeasti mukaan saatavat henki-lökohtaiset tavarat tilanteen mukaan. Henkilökunnan on huolehdittava siitä, että rakennuksen sisätiloihin ei jää ketään. Tur-vallisuusvastaavat sekä - valvojat tarkistavat rakennuksen, poistuvat itse viimeisenä ja ilmoittavat pelastusviranomaiselle olevansa viimeisiä poistujia osastolta / kerrok-sesta. Poistuminen ulos suoritetaan merkittyjen poistumisteiden kautta. Ulkona siirrytään kokoontumispaikkaan, joka sijaitsee Tehtaankadun puolella Valtion Virastotalon P-alueella. |
Hot work
Hot work is defined as work in which sparks arise or in which naked flames or other heat sources are used and may cause a fire hazard. Such work includes e.g. oxyacetylene and arc welding, flame and arc cutting, disc cutting and metal grinding, which create sparks, as well as work involving the use of gas burners, other open fire or combustion air blowers. Alternative methods must always be considered for hot work due to the fire hazard it presents.
Carrying out hot work always requires a hot work licence. The person carrying out the hot work must have a valid hot work card.
The fire alarm system tender must take care of any deactivations needed so that the hot work or other refurbishment work does not cause an unnecessary fire alarm.
Any possible fire alarm system deactivations are to be fixed.

Valtioneuvoston asetus pelastustoimesta (407/2011,2§) velvoittaa seuraavasti: "Pelastussuunnitelma on pidettävä ajan tasalla ja siitä on tiedotettava tarvittavalla tavalla rakennuksen... työntekijöille ja muille, joiden on osallistuttava pelastussuunnitelman toimeenpanoon."
Suunnitelmasta ja sen keskeisistä seikoista tulee tiedottaa kaikkia kohteessa työskenteleviä henkilöitä.
Perehdytyksen vastuuhenkilö: Rehtori
Tiedottaminen Turvallisuusasioista: Suunnitelma käydään läpi henkilökunnan kanssa.
Koulutustilaisuudet: Järjestetään tarvittaessa.
Harjoitukset: Suunnitelman käytännön harjoittelu vuosittaisilla poistumisharjoituksilla, joihin osallistuu henkilökunta ja oppilaat.
Uusien työntekijöiden perehdyttäminen:
Lähin esimies perehdyttää aina uuden työntekijän pelastussuunnitelman keskeisiin seikkoihin ja käy läpi poistumistiet sekä alkusammutuskaluston sijainnit.
Turvallisuuskoulutus
- Turvallisuuskoulutuksen järjestämisestä vastaa rehtori.
- Läheltä piti-tapauksista ilmoitetaan ja ne käsitellään työsuojelun toimesta.
- Turvallisuustietoutta jaetaan perehdytyksissä, koulutuksissa sekä suunnitelmaan lukemalla.

Alerting help
In all urgent emergency situations, whether it be a police, fire department, paramedic, or a social worker case involving an urgent need for help CALL THE EMERGENCY NUMBER: 112
- Call the emergency number yourself if you can
- It is important to make the emergency call yourself, if the matter concerns you. The victim has more knowledge on the situation, based on which the dispatcher can send help accordingly. Using middle-men to make the call can delay getting the right kind of help on site.
- Tell what happened
- The emergency centre dispatcher will ask the caller about what happened so that they can send the appropriate assistance.
- Give the exact address and municipality
- The emergency centre might have several same addresses in different municipalities/cities in its service area. Therefore it is also important to know the name of the town/city/municipality where the accident has taken place.
- Answer the questions that are asked of you
- The questions asked by the dispatcher are important. They do not delay alarming for help. In urgent cases the dispatcher already alerts the authorities and other partners during the call, and gives them more information on what has happened.
- Act according to the information given to you
- The dispatcher is trained to give instructions in various types of situations. It is important to follow the given instructions. Correct initial actions often play an important role in the end result.
- End the call only after you're given permission to do so.
- Ending the call too soon may delay the help from arriving. After you are given the permission to end the call, end it. Keep the phone line open. The dispatcher or the help on its way may need additional information on what has happened.
In an emergency, the rescue department shall be guided as follows:
Automaattisen hälytyksen sattuessa pelastuslaitos saapuu paloilmoitinkeskukselle, josta hälytyksen sijainti paikallistetaan. Henkilökunta opastaa pelastuslaitosta tarpeen mukaan. Muissa tilanteissa henkilökunta järjestää opastusken lähimmälle sisäänkäynnille
Sairauskohtaus tai tapaturma
Hätäensiapu
Hätäensiavun tarkoituksen on varmistaa potilaan avoin hengitystie sekä ylläpitää hengitystä ja verenkiertoa.
1. Arvioi tilanne, varmista oma turvallisuutesi ja soita 112. 2. Avaa potilaan hengitystiet kohottamalla hänen leukaansa ja kääntämällä otsaa taaksepäin. 3. Tarkista hengittääkö potilas. Tajuton ja reagoimaton potilas ei hengitä, jos et tunne ilmavirtausta kädelläsi, korvallasi tai poskellasi. 4. Aloita painanta- ja puhalluselvytys.
Puhalluselvytys-ohjeet:

- 30 painallusta
- 2 puhallusta
Jos puhallukset eivät saa rintakehää nousemaan, ÄLÄ jatka puhaltamista. Tärkeintä on ylläpitää uhrin verenkiertoa painantaelvytyksellä.
5. Käännä tajuton, itse hengittävä potilas kylkiasentoon. 6. Hoida verenvuoto painamalla vuotokohtaa käsin. 7. Auta selkävamman saanutta potilasta pitämällä hänen päätään paikoillaan.

Aivohalvaus
Aivohalvauksen aiheuttaa aivoverisuonten tukkeutuminen tai repeäminen. Akuutti aivohalvaus on hätätilanne, joka vaatii parin tunnin sisällä alkavaa ensihoitoa sairaalassa. Arvion tilanteen vakavuudesta ja oikeasta hoitopaikasta saat ainoastaan hälyttämällä ensihoitohenkilöstön potilaan luokse.
Soita 112 heti, vaikka aivohalvauksen oireet, kuten esimerkiksi jalan tai käden halvaantuminen, olisivat ohimeneviä.
Tunnista oireet
- Puhevaikeus, puheen puuroutuminen
- Nielemisvaikeus
- Suupielen roikkuminen
- Käden tai jalan äkillinen voimattomuus tai tunnottomuus
- Näköhäiriöt, kaksoiskuvien näkeminen
Toimi näin
- Soita heti 112.
- Avaa potilaan hengitystiet ja laita potilas kylkiasentoon.
Diabeetikon heikotus
Kun diabetesta sairastavan verensokeri laskee liian alas, syntyy diabeettinen sokki, joka voi olla hengenvaarallinen.
Tunnista oireet:
- Hikoilu, kalpeus, vapina.
- Ärtymys, levottomuus.
- Huimaus, sydämen tykytys.
- Näläntunne.
- Päänsärky, pahoinvointi.
- Näön hämärtyminen ja kaksoiskuvat.
- Poikkeava käytös (esim. levottomuus, äkkipikaisuus).
- Pahimmassa tapauksessa kouristuksia ja tajuttomuus, jos verensokeri laskee hyvin alhaiseksi.
Diabeettisen sokin ensiapu
- Anna välittömästi sokeripitoista syötävää tai juotavaa, mikäli autettava on tajuissaan ja pystyy itse syömään tai juomaan. Tajuttomalle henkilölle ei saa antaa mitään suuhun.
- Mikäli autettava ei toivu 10 minuutissa tai menee tajuttomaksi, soita hätänumeroon 112.
- Käännä tajuton henkilö kylkiasentoon.
Murtuma
Murtuman oireita ovat kipu, turvotus, epänormaali liikkuvuus ja arkuus tai virheasento.
Murtuman ensiapu:
Yläraajan murtumassa autettava voi itse tukea kipeää raajaansa kehoaan vasten tai tue käsi liikkumattomaksi esimerkiksi kolmioliinalla. Kylkiluiden murtumassa voit tukea rintakehää käsin tai tukisiteellä.
Mikäli jalassa on murtuma, sitä ei ole syytä lastoittaa, mikäli apu saapuu kohtuuajassa. Autettavan tulee välttää jalan liikuttamista ja painon asettamista kipeälle jalalle.
Jos loukkaantunutta on välttämätöntä liikuttaa, alaraajan murtuman tukemiseen voi käyttää toista jalkaa tai muuta tilapäisvälinettä, kuten esimerkiksi tukevaa lautaa tai keppiä.
Jos epäilet selkärangan murtumaa, liikuta loukkaantunutta vain, jos se on hengen pelastamisen kannalta välttämätöntä.
Murtumat syntyvät tavallisesti putoamisen, kaatumisen tai iskeytymisen seurauksena.
Haavat
Verenvuodon tyrehdyttäminen ja haavan sitominen ovat ensiavun perustaitoja.
- Tyrehdytä mahdollinen verenvuoto.
- Puhdista haavasta lika juoksevan, viileän veden alla.
- Sulje pienen viiltohaavan reunat vastakkain haavateipillä.
- Peitä haava suojasidoksella.
- Hakeudu tarvittaessa hoitoon.
- Tarkista, että tetanus- eli jäykkäkouristusrokote on voimassa.
- Vuotavat, syvät ja likaiset haavat ja vähänkin suuremmat viiltohaavat kuuluvat aina lääkärin hoitoon. Haavan ulkonäöstä ei aina voi päätellä, onko syvemmälle kudoksiin syntynyt vaurioita.
Verenvuoto
Ulkoisen näkyvän verenvuodon määrää on vaikea mitata ja arvioida luotettavasti. Suuren verenhukan (yli 20 %) seurauksena ihminen menee sokkiin.
Näin tyrehdytät verenvuodon:
- Tyrehdytä verenvuoto painamalla sormin tai kämmenellä suoraan vuotokohtaan. Voit myös pyytää loukkaantunutta painamaan itse vuotokohtaa.
- Auta loukkaantunut tarvittaessa istumaan tai makuulle
- Sido vuotokohtaan paineside joko käyttäen sidetarvikkeita tai muita saatavilla olevia välineitä, esimerkiksi huivia.
- Soita hätänumeroon 112, jos arvioit tilanteen sitä vaativan.
- Runsas verenvuoto voi johtaa verenkierron vakavaan häiriötilaan eli sokkiin. Huolehdi loukkaantuneen sokin oireenmukaisesta ensiavusta.
Mikäli haavassa on vierasesine, esim. naula tai puukko, sitä ei poisteta ensiavun yhteydessä. Jos esine vaikeuttaa hengitystä, tulee se välittömästi poistaa.
Sokki
Sokin oireet voivat olla seuraus suurista sisäisistä tai ulkoisista verenvuodoista, vaikeista murtumista, palovammojen tai rajun ripulin aiheuttamasta nestehukasta. Myös sydämen pumppausvoiman pettäminen tai voimakas allerginen reaktio voivat aiheuttaa sokkitilan.
Tunnista sokin oireet:
- Iho on kalpea ja kylmän hikinen.
- Henkilö on levoton, myöhemmin sekava.
- Hengitys on tihentynyt.
- Suu on kuiva, autettavalla on janontunne.
- Syke on nopea ja heikosti tunnettavissa.
Sokkipotilaan ensiapu:
- Aseta autettava lepoon, hänelle hyvään asentoon.
- Soita hätänumeroon 112.
- Suojaa kylmältä esimerkiksi huovalla tai takilla ja eristä kylmästä alustasta.
- Rauhoita.
- Älä tarjoa syötävää tai juotavaa.
- Seuraa hengitystä ja verenkiertoa.
- Anna tarvittaessa muu oireenmukainen ensiapu.
Kouristelu
Aivojen toimintahäiriöt voivat aiheuttaa tahattomia lihasnykäyksiä ja kouristuksia. Ihminen saattaa kouristella monesta eri syystä. Syinä voivat olla esimerkiksi epilepsia, aivoverenvuoto, korkea kuume tai tapaturma.
Tunnista oireet:
- Sairastunut menettää tajuntansa, kaatuu ja hänen vartalonsa jäykistyy.
- Jäykistymistä seuraavat nykivät kouristukset. Kouristelu kestää yleensä vain 1-2 minuuttia.
Kouristuskohtauksen ensiapu:
- Tee hätäilmoitus numeroon 112.
- Älä yritä estää kouristusliikkeitä, mutta huolehdi siitä, että autettava ei kolhi päätään tai muuten vahingoita itseään.
- Varmista esteetön hengitys.
- Käännä autettava kylkiasentoon heti, kun kouristukset vähenevät.
- Mikäli tiedät autettavan sairastavan epilepsiaa, tee hätäilmoitus numeroon 112, jos kouristelu pitkittyy tai jos kohtaus uusiutuu.
- Jos kohtaus menee itsestään ohi, varmista kuitenkin, että autettava on täysin toipunut ennen kuin jätät hänet.
- Ota yhteys lääkäriin, jos kyseessä on lapsen kuumekouristus.
Myrkytys
Yleisimmät kotona tapahtuvat myrkytykset aiheutuvat alkoholista, lääkkeistä, myrkyllisistä kasveista tai sienistä.
Jos et havaitse uhristta selkeitä myrkytyksen oireita ja kaipaat neuvoja, voit soittaa myrkytystietokeskukseen, puhelin 09 471 977 (24h/vrk)
Lääkkeiden yliannostukset
Soita 112 heti, jos epäilet autettavan hengen olevan uhattuna lääkkeiden yliannostuksesta johtuen.
Toimi näin
- Anna tajuissaan olevalle potilaalle hiilitabletteja, jos niitä on saatavilla.
- Laita tajuton, normaalisti hengittävä potilas kylkiasentoon.
- Kerää esiin kaikki löytämäsi lääkkeet ja lääkepurkit ensihoitajia varten.
- Älä anna potilaan nauttia alkoholia.
Myrkyllisen kasvin tai sienen nieleminen
Yritä saada selville mistä kasvista tai sienestä myrkytys on peräisin.
Toimi näin
- Tarkista ensin onko uhrilla suussaan kasvia tai sientä.
- Anna lääkehiiltä pakkauksen ohjeen mukaan.
- Soita 112 tai myrkytystietokeskukseen, puhelin 09 471 977 (24h/vrk)
Palovammat
Palovamma on lämmön tai syövyttävän kemiallisen aineen aiheuttama kudostuho, jossa iho ja mahdollisesti myös sen alaiset kudokset vauroituvat. Jos ihoa ei jäähdytetä, vamma laajenee syvempiin ihokerroksiin ja kipu jatkuu kauemmin.
Pienen palovamman ensiapu:
- Palovammaa jäähdytetään mahdollisimman pian viileällä vedellä 15–20 minuutin ajan.
- Rakkuloita ei saa puhkaista.
- Palovamman voi peittää puhtaalla suojasiteellä tai palovammojen hoitoon tarkoitetulla erikoissiteellä.
Milloin lääkäriin?
Jos palovamma on:
- tulehtunut
- kämmentä suurempi 2. asteen palovamma
- tai 3. asteen palovamma
- sähköpalovamma
- kasvojen tai käsien syvä palovamma
- hengitysteissä
- lapsella
- vanhuksella
- jotakin perussairautta sairastavalla henkilöllä esim. diabeetikon palovammat.
Rintakipu
Rintakipuun on aina suhtauduttava vakavasti. Kovan puristavan rintakivun tavallisin syy on sydäninfarkti. Kipu tuntuu ylävartalolla ja voi säteillä vasempaan kainaloon, käsivarteen ja kaulalle. Henkilö on usein kylmänhikinen, hänellä voi olla pahoinvointia ja hengitys voi vaikeutua.
Henkilö voi ottaa omia lääkkeitä (nitro-lääkitys), mutta jos ne eivät auta muutaman minuutin kuluessa, toimitaan ensiapuohjeen mukaan.
Rintakipuisen ensiapu:
- Tee hätäilmoitus heti numeroon 112.
- Rauhoita autettavaa ja auta hänet lepoon esim. puoli-istuvaan asentoon.
- Tarjoa hätäkeskuksen ohjeiden mukaan asetyylisalisyylihappoa sisältävää lääkettä (esimerkiksi aspiriini tai disperiini) pureskeltavaksi tai veteen liuotettuna. Tablettia ei anneta, jos autettava on allerginen ko. lääkkeille.
Jos henkilö menee elottomaksi, aloita painelu-puhalluselvytys rytmillä 30 painelua ja 2 puhallusta ja ilmoita hätäkeskukseen muuttuneesta tilanteesta.
Fire
- Save and warn

- Rescue those in immediate danger and warn others.
- Direct people to the gathering area.
- Extinguish and contain

- Try initial extinguishing and avoid smoke. Do not put yourself in danger.
- Contain the spreading of the fire and smoke by closing the windows and doors that lead into the fire area.
- Alert

- Use the fire alarm button to alert the fire department and to warn others with fire bells.
- After getting to a safe location, call the number 112 (also after using the fire alarm button).
- Say where you are calling from, where the fire is (address and floor) and if there are people in danger.
- Do not hang up the phone until you are given permission to do so.

Kun havaitset tulipalon tai muun vaaran, tee hätäilmoitus.
Hälytä turvallisuusvastaava, tai turvallisuusvalvoja. He ryhtyvät johtamaan välittömiä pelastustoimenpiteitä ja määräävät toimenpiteistä, joihin on ryhdyttävä. Turvallisuusvalvoja ilmoittaa heti tulipalosta tai muusta vaarasta turvallisuusvastaavalle sekä muille virastomestareille. Näin mahdolliseen evakuointiin saadaan lisäapua.
Mikäli rakennusosia joudutaan tyhjentämään, turvallisuusvastaavat tai turvallisuusvalvojat antavat tästä käskyn.
Henkilökunnan tehtävänä on auttaa pelastustoimenpiteiden käynnistämisessä. Erityi-sesti on ohjattava ja autettava asiakkaita pois rakennusosasta.
Älä kuitenkaan viivyttele ja jää odottamaan turvallisuusesimiestä, vaan toimi tilanteesta riippuen alla olevien ohjeiden mukaisesti.
Ohjeita huoneista poistuttaessa:
- tarkista, että ikkunat ovat kiinni
- sammuta sähkölaitteet
- ota päällysvaatteesi mukaan
- sulje huoneesi ovi, mutta älä lukitse sitä
- ota mahdollinen asiakas mukaasi ja auta häntä tarvittaessa
Osakohteiden turvallisuusvastaavat
Arvioi tilanne ja varmista, että:
- palokunta on hälytetty
- palonrajoitus- ja sammutustoimenpiteet ovat käynnistyneet
- tarvittaessa ilmoitus on välitetty muihin rakennusosiin
- palokunnalle on järjestetty opastus
- palon ja savun leviämistä estävät aukot ja ovet suljetaan ja ilmanvaihto-laitteet pysäytetään
- informoi turvallisuusjohtajaa
Selvitä, onko ihmisiä vaarassa. Käske turvallisuuvalvojia antamaan kuulutus tulipalosta vahtimestareiden infopisteessä olevalla kuuluttimella. Jos evakuointi on välttämätön, anna tästä käsky ja valvo, että henkilökunta opastaa ja auttaa asiakkaita ulos kokoontumispaikalle (yliopistonranta).
Johda palopaikalla:
- sammutusta alkusammutuskalustolla
- asiakkaiden ohjausta pois palopaikalta

Turvallisuusvalvoja
Kun havaitset palon tai saat ilmoituksen tulipalosta, hälytä palokunta soittamalla hätä-numeroon 112.
Arvioi tilanne ja varmista, että:
- ihmisiä ei ole vaarassa
- asiakkaiden evakuointi käynnistetään tarvittaessa ja heitä autetaan tarvit-taessa
- palokunta on hälytetty
- palon rajoitus- ja sammutustoimenpiteet ovat käynnissä
- ilmoita asiasta osakohteen turvallisuusvastaavalle
- järjestä opastus palokunnalle
- varmistaudu, että poistumistiet ovat avoimet ja vapaat
- aseta oppaat poistumisteille tehtävänä opastaa ihmiset pois vaara-alueelta kokoontumispaikalle ja estää asiattomien sisääntulo

Fire action guide, when safe exits are blocked
Sometimes a fire in another location prevents safe exit from the building. In these cases it is smartest to stay in a smokeless space and keep all doors and other openings closed.
- Stay in the fire compartment that you are in.

- It is safe to stay behind the fire door. Fire doors withstand fire for at least half an hour.
- Jumping from a height has fatal consequences, reamining in a smoke-free area does not.
- Go to a window and attract attention. If you do not manage to do this, let people know your location by calling 112.
- Follow directions from the authorities.
Action in a fire alarm situation
The building has an automatic fire alarm system, which sends an alert to the rescue department. Everyone must vacate the building immediately when they hear the fire alarm.
- Bring outdoor clothes with you if they are nearby.
- Close doors and windows
- Use the nearest escape route to exit the building.
- Direct customers and guests.
- Call the number 112 from a safe location and provide further information about the situation. At the same time, you will make sure that the emergency center has been notified about the fire.
- Move to the gathering area; do not stay in front of the entrances.
- No-one may leave the gathering area without permission.
The danger is only over when the rescue department gives permission to return to the building. The safety personnel of the property passes on the announcement concerning moving back inside to the personnel.

Action in the gathering area
When people have left the building and proceeded to the gathering area, the representative of the personnel begins to direct activities. Based on the situation at hand, it is necessary to consider whether it is safe to remain in the designated gathering area or if people should be directed elsewhere, for example into a pre-arranged interior area or to a property in the vicinity.
No-one may leave the gathering area without the permission of the person responsible for the gathering area. Activity in the gathering area is directed by the building's safety personnel. The safety personnel give information on the progress of the situation and notify when it is permitted to return into the property.
Factors to bear in mind in the gathering area:
- Taking care of anyone who may be injured; the safety personnel are to be informed
- looking after people with reduced mobility or otherwise poor physical condition
- if one is aware of someone having remained inside, this is to be reported
Back-up gathering area
If the gathering area is not safe, then people are to move on to a safe back-up gathering area defined separately by the protection managers. Authorities will also provide instructions about shelter locations for long-term shelter.
Assisting people with reduced mobility in emergency situations
In an emergency situation, the movement of people with reduced mobility out of the building may be difficult and slow. Try to help them as much as you are able to.
- Things to consider when helping people with reduced mobility

- Help a person with reduced mobility to exit, within the limits of your own capabilities.
- Take care of the person you helped also after getting out.
Water damage

Under threat of violence
In an unarmed threatening situation, act in the following way.
- Act calmly and try to calm the person with your behaviour.
- Make sure you do not turn your back or let yourself be cornered, so that you will always have an escape route when a threatening person comes close.
- Call for help depending on the circumstances.
- Escape and help others escape.
Take care of your own safety. Seek to direct the threatening person to a place where they cannot harm others. After the event, contact the police about the incident if required.
If the threatening person is armed, act in the following way.
- Do not resist.
- Do whatever the person threatening you tells you to do.
- As the situation permits, try to warn others.
- By closing doors, you can limit a person's movement within the property.
- After the situation, call 112 to get professional help on site as fast as possible. Listen to directions and act accordingly.
Every threat and sighting of a possibly threatening situation must be taken seriously and the police must be informed immediately. Through your own behaviour, you can affect the progress of the situation, and thus you should take all threatening situations seriously and try to calm down already begun situations.
Toiminta ampuma-asetilanteessa

A bomb threat is often unfounded and made by a disturbed individual, but it should always be taken seriously, and each threat should be notified to the police. In this situation, it is important to keep calm.

A suspicious object or threatening letter
- Do not touch the object.
- If the item in question is a letter or other such object that you have handled, pay attention to the places you have touched and place the letter in a plastic pocket, for example.
- Notify immediately the personnel responsible for safety and security on your premises and the property (cf. chapter on safety and security personnel) as well as the police at emergency number 112.
- Isolate the area as well as possible. Keep in mind possible police investigations (fingerprints and footprints are first-class evidence).
- Do not panic. Act according to the instructions from the police and the safety personnel.
Public warning signal
The public warning signal is a one-minute-long ascending and descending tone or a warning announcement by the authorities. The length of the ascending tone is 7 seconds. The public warning signal means an immediate danger threatening the public.
The All Clear signal is a one-minute-long monotonous signal. It is an announcement of the threat or danger having passed.
- Act in the following way after you've heard the public warning signal

- Proceed indoors. Close doors, windows, ventilation holes, and air conditioning devices.
- Turn on the radio and wait for instructions.
- Avoid using the phone to prevent telephone lines from getting jammed.
- Do not leave the area unless urged to do so by the authorities.

- If you are indoors and can smell gas:
- stay inside, get to the top floors and listen for further information on the radio
- place a wet cloth over your mouth and breathe through it
- If you are outside when you smell gas but are not able to get indoors:
- hurry into side wind from underneath the gas cloud
- try to get as high as possible, for example to the top of a hill

- Switch off air conditioning devices and close doors and windows tightly.
- You can also close or tape inside doors and stay in upwind areas.
- If you smell gas you can breathe through a moist and spongy cloth.
- The authorities will announce on radio or with vehicles with loudspeakers when the gas cloud has dispersed. Ventilate indoors well after the event.
- Stay on the upper floors until the danger is over.
- Do not go into the basement.
Radiation hazard
A public warning signal is given upon the threat of radiation.
Go inside.
- Close doors, windows, ventilation holes, and air conditioning devices.
- The centre and basement of the building are the best places to take shelter. Take iodine tablets only when advised to do so by the authorities (there should be two iodine tablets per person).

Mikäli uhka tulee opiskelun ollessa käynnissä lasiseinäisessä tilassa, ohjataan oppilaat turvallisempaan paikkaan.
Sisälle suojautumisessa on kaksi vaihetta/astetta.
Ensimmäinen vaihe/aste
Ensimmäiseen asteeseen/vaiheeseen siirtyminen tehdään mikäli kiinteistön lähialueella on väkivallan uhka, on tehty uhkaus vakavasta väkivallasta tai väkivallan uhka on kiinteistön sisällä.
Toimet:
- Ilmoitetaan uhasta yleiseen hätänumeroon 112
- Käytävillä ja ulkona olevat oppilaat, vieraat ja henkilöt käsketään sisälle.
- Opetustilojen ovet lukitaan.
- Henkilökunta lukitsee ulko-ovet.
- Odotetaan lisätietoja viranomaisilta.
Toinen vaihe/aste
Toiseen asteeseen/vaiheeseen siirrytään, jos uhka on kiinteistön sisällä tai sen lähellä.
Toimet:
- Lukitaan opetustilan ovet.
- Sammutetaan tilojen valot ja suljetaan mahdolliset verhot.
- Matkapuhelimet sammutetaan tai kytketään äänettömälle.
- Opettajan tai tilan johtajan puhelimen oltava päällä, mutta äänettömänä.
- Tilan oven eteen kasataan esteitä.
- Opastetaan tilassa olevia pysymään matalina ja kalusteiden takana.
Ohjeita henkilökunnalle
Seuraavassa asioita, joita tulee ottaa huomioon hätäpoistumisen ja sisälle suojautumisen osalta etukäteen.
Osana jokapäiväistä toimintaa
- Opettele kulkemaan ja tuntemaan kiinteistön eri poistumisreittejä.
- Opettele laittamaan luokkatilan ovi takalukkoon.
- Selvitä kiinteistön kokoontumispaikkojen sijainnit.
- Ole mukana harjoituksissa ja tutustu aiheeseen liittyvään materiaaliin ja toimintaohjeisiin.
- Mieti mihin ja miten voisit suojautua tarpeen tullen.
Tilanteen aikana
- Ota tilanne haltuun - käytä kuuluvaa ääntä.
- Ohjaa ryhmäsi turvallisinta reittiä suojaisaan kokoontumispaikkaan.
- Viranomaiset johtavat pelastustoimintaa - sinä vastaat omasta ryhmästäsi.
- Jos selkeää ohjetta tai käskyä ei tule - suojaudutaanko sisään vai poistutaanko ulos - tee päätös!
Ratkaisuun vaikuttaa tilan sijainti ja sen antama suoja.
- Umpiseinäisessä, lukittavassa tilassa on turvallista suojautua.
- Lasiseinäisessä tilassa tai tilassa, jonka ovea ei saa lukittua, on vaikea suojautua.
- Jos turvallinen poistumisreitti on näkyvillä ja turvallinen, voi ulos kulkemista harkita.

Tapaturmien ennaltaehkäisy
Henkilökunta kuuluvan valvoo seuraavia kieltoja ja määräyksiä. Kaikista turvallisuutta vaarantavista tilanteista sekä tehdyistä toimenpiteistä tehdään ilmoitus esimiehelle.
1. Kiipeämiseen käytetään vain turvallisia ja tukevia tikkaita. Tikkaat pidetään lukkojen takana. 2. Lääkkeet, kemikaalit ja vaaralliset aineet pidetään lukkojen takana. 3. Veitset ja muut terävät esineet pidetään lukkojen takana. 4. Juokseminen sisällä ja muu tapaturma-altis tai raju liikehdintä on kiellettyä. 5. Käytävät ja kulkuväylät pidetään siistinä ja esteettöminä. 6. Vesi- ym. nesteläikät siivottava välittömästi lattialta. 7. Havaittaessa rikkoontunut tai muuten vaarallinen huonekalu tms. estetään sen käyttö ja hankitaan korvaava tilalle. Pihan penkkien osalta tehdään samoin tai ilmoitetaan kiinteistön haltijalle. 8. Rikkoutuneista askelmista ja muista kaatumisvaaroista ilmoitetaan heti rakennuksen omistajalle tai haltijalle, jolla on velvoite ryhtyä toimiin. Estetään liikkuminen vaarallisella alueella. 9. Talvikunnossapidon puutteista ilmoitetaan heti kiinteistöhuoltoon. Estetään liikkuminen vaarallisella alueella. 10. Lumien, jään tai muun esineen tippumisvaarasta ilmoitetaan heti kiinteistöhuoltoon. Estetään liikkuminen vaarallisella alueella. Mikäli vaara on välitön, soitetaan hätänumeroon 112. 11. Ulkoa liikkumista myrskyn tai muuten huonon tai vaikean sään aikana vältetään. Huonokuntoisista puista tai oksista ilmoitetaan heti kiinteistöhuoltoon. Estetään liikkuminen vaarallisella alueella. Välittömässä kaatumisvaarassa olevista puista tai tippuvista suurista oksista soitetaan hätänumeroon 112.
Turvallisuusorganisaation ja henkilökunnan ohjeet
- Turvallisuusjohtajan turvallisuusasioihin liittyvät tehtävät ja vastuut
- Turvallisuusjohtaja vastaa toiminnan yleislinjauksista sekä osaltaan resursseista.
- Osakohteiden turvallisuusvastaavien turvallisuus-sioihin liittyvät tehtävät ja vastuut
- Johtavat operatiivista toimintaa tilanteissa. Vastaavat omien osakohteittensa turvallisuusjohtamisesta päätäntävaltansa rajoissa.
- Turvallisuusvalvojien turvallisuusasioihin liittyvät tehtävät ja vastuut
- Toimivat turvallisuusvastaavien ohjeistuksen mukaisesti. Valvovat itsenäisesti ttilojen turvallisuutta sekä sitä, että jokainen noudattaa turvallisia työtapoja ja annettuja määräyksiä.
- Turvallisuusvalvojien tehtävät erilaisissa vaara- ja vahinkotilanteissa
- Suorittavat hätäilmoituksen tekemisen soittamalla hätänumeroon 112. Ohjaavat rakennuksesta poistuvia ihmisiä evakuointitilanteissa. Tarkistavat tilojen tyhjenemisen ja ohjeistavat ihmisiä kokoontumispaikoilla.
- Opettajien toiminta vaara ja vahinkotilanteissa
- Opettajat vastaavat omien opiskelijoidensa turvallisuudesta opetustilanteessa. Opettajat valvovat, että opiskelijat noudattavat turvallisia työtapoja sekä annettuja turvallisuusohjeita. Opettajat ohjaavat omien opetusryhmiensä poistumista evakuointitilanteessa sekä tekevät hätäilmoituksen tarvittaessa.

Civil defence
This property does not have its own civil defence shelter. The property is part of the general civil defence district. Rescue operations are dependent on regional population protection. Rescue operations are also prepared to operate in exceptional conditions. Core tasks are detecting threats and warning about them and maintaining population protection possibilities, as well as taking care of rescue operations. The objective is the most efficient operation possible in accident situations under exceptional circumstances. The authorities will instruct on moving into civil defence shelters when so required.
Storing movables
Storage of different kinds of objects may lead to a hazard of fire starting or spreading, the prevention of safe exit in an emergency situation and increased difficulty in extinguishing the fire.
The building's exit hallways and staircase areas must be kept walkable and clear of any obstacles.

Business space owner's responsibilities
The owner or business practitioner of the space must to the extent of his/her abilities supervise that rules and regulations for fire and accident prevention, and individuals' safety in the work place, are followed. It is recommended to appoint a person in charge of safety and security, who will take care of safety and security matters and work in cooperation with the property's appointed people in charge.
The owner and business practitioner of the space must both ensure that the building, structures and their environs are maintained in such a condition that
- the risk of fire, intentional lighting of a fire, and the threat of spreading is minimal
- people in the building can, in the case of fire, or some other kind of sudden danger situation, exit the building or they can be rescued in other ways
- rescue action is possible in the event of fire or another kind of accident.
Easily flammable material or other items are not permitted to be stored in the attic, the basement, hallways or exit ways, under the building, or in its immediate proximity.
The following equipment and devices must be kept in working order and serviced and inspected appropriately:
- extinguishing equipment
- fire detection, alarm, and other detecting and alarming devices signalling danger
- guides and lighting for exit ways.
The owner and user of the space are for their part responsible for the condition of the equipment and will notify of defects to the persons in charge.
The owner and business practitioner of the space must, for their part
- prevent fires from starting and other danger situations from arising
- prepare for the protection of people, property, and environment in danger situations
- preparing for extinguishing fires as well as for other rescue operations, within their individual capabilities
- start action for securing safe exit from fires and other danger situations, as well as action for making rescue operations easier.
How to use a small fire extinguisher
Extinguishers
- Turn the extinguisher upside down and shake the extinguisher to ensure the powder's running.
- Remove the safety pin.
- Approach the fire from the direction of the wind.
- If you are indoors, approach low on the floor, as this will improve the visibility.
- Take a hold of the extinguisher's hose from the end and direct the extinguishing substance at the base of the flames, don't cut through them.
- Start extinguishing from the front and continue towards the back, or from bottom to top.
- Extinguishing can be improved with a back and forth motion.
- The whole area that is burning must be covered in the extinguisher cloud.
- After the flames are extinguished the extinguishing can be stopped.
- Observer the burnt object and make sure that the fire is out.
- If the target catches fire again, repeat the extinguishing.
Car heating cables
Car heating cables should be detached from the power outlet and the cable in the outlet should not be left hanging on the heating pole. The cover of the outlet box should also be kept locked.
An open outlet box and a freely hanging heating cable with voltage cause danger of an electric shock. If the plug-in unit falls into a puddle or snow, it may electrify the surrounding area. In addition, the heating cable may break and become a hazard while clearing snow in the area, for example. An open outlet box is susceptible to vandalism.
Users should be advised on the safe use and storage of the car heating cable. The housing organisation is responsible for the safety of the property, and if, for example, an external party is injured, the housing organisation will be held responsible. A car user who has incorrectly left the cable attached to the outlet is also responsible for their part for any possible damages.
When pre-heating a car, you should only use a heating cable suitable for the purpose and an interior space heater designed for cars. Using an extension cable should be avoided as extension cables are generally not child-proof and they are easily left on the ground, where they are subjected to water, dirt and snow. The connection cable and condition of the plugs should be checked at regular intervals.
If the car heating equipment is not used or their condition is not preserved, danger of an electric shock to the user or another person follows. It also poses a fire hazard.
