First aid
According to the Occupational Safety and Health Act (738/2002) 46 §, the employer is obligated to ensure the availability of first aid to employees and other personnel at the work place, to provide directions for getting first aid, as well as reserve enough first aid supplies at the work place or in its close proximity.

Fire safety
Fire alarm
The purpose of the automatic fire alarm system is to warn people in the property about an imminent fire. The system detects fires quickly as sensors react to the fire and the alarm bells start ringing. The system will alert the emergency response centre automatically.

Emergency exit routes
The principle of exit safety is that all spaces of the building must haveat least two exit routes at all times which do not require keys or othertools to open the doors. Doors are not to be kept double-locked during working hours. Objects are not to be stored in front of the exits.
There are the following types of evacuation procedure in the property:

Calling for help
In all urgent emergencies, whether you need urgent assistance from the police, rescue services, ambulance or social services, CALL: 112
Make the emergency call yourself if you can
It is important that the emergency call is made by the person concerned. They will have the information that the dispatcher needs to determine what kind of help will be sent to the scene.
Tell what has happened
The emergency dispatcher will ask the caller for information about what has happened so that he or she can send the right help to the situation if necessary.
Exact address and municipality
The emergency centre may have several addresses in different municipalities within its area. It is therefore important to give not only the address but also the municipality where the incident took place.

Answer the questions
The questions asked by the operator have a purpose. The questions will not delay the call for help. In an emergency, the dispatcher will alert the authorities and partners coming to help during the call and provide them with further information about the incident.
Act as instructed
The on-call officer is trained to give instructions for different situations. It is important to follow the instructions given. Correctly carried out first aid measures often have a bearing on the outcome of the situation.
Do not end a call until you have been authorised to do so
Ending a call too early can slow down the arrival of helpers. Once you have permission to end the call, hang up. Keep the line free. The dispatcher or on-site helper may need more information about what has happened.
Sickness or accident

Give first aid if necessary
- Unconscious but breathing patient is turned on his/her side.
- If the person is not breathing, start first aid according to your competence.
Make an emergency call

Adult basic resuscitation
Recognition of cardiac arrest
- CPR should be started on any unresponsive patient
- who is not breathing
- whose breathing is not normal
- loud/crackling and irregular breathing in an unresponsive person indicates cardiac arrest
Notification of emergency

- if the person is unresponsive

Pressure CPR
- CPR should be started as soon as possible
- the point of application of pressure is the lower part of the sternum
- the base of the palm of one hand on the pressure point and the other hand on top of it
- it is recommended to change the pressure reliever every 2 minutes (if possible)
- The stimulation should be started with 30 compressions
Puffing Relief
- Alternate between 30 compressions and 2 inflations
- Blow for two calm puffs of about one second
- the chest should rise and fall with the blows
- If puffing fails, continue uninterrupted puffing
Fire
Save and Warn
- Save those in immediate danger and warn others.
- Direct people to the assembly point.
Alert
- Once you have reached a safe place, call 112
- Tell where you are calling from and where the fire is (address and floor) and if people are in danger.

Disable and limit
- Attempt initial extinguishing, avoid smoke. Do not endanger yourself.

Assembly point
Once people have left the building and proceeded to the assembly area, a staff representative will start leading the action. Depending on the situation, the question is whether it is safe to remain in the designated assembly area or whether people should be directed elsewhere.
The danger is not over until the emergency services give permission to return to the building. Do not leave the assembly area without the permission of the staff.
Things to remember at the assembly point:
- take care of any injured persons, inform the security staff
- care of persons with reduced mobility or other disabilities
- informing the authorities if they know someone is trapped inside

Violent situation
In an unarmed threat situation, do the following.
- Act calmly and try to reassure the person with your own behaviour.
- Make sure you do not turn your back or corner yourself so that you always have an escape route from the threatening person.
- If possible, ask for help.
- Run away and help others to escape from the scene
- Take care of your own safety. Try to direct the threatening person to a place where they cannot be harmful to others. After the incident, report the incident to the police if necessary.
Serious threat of violence
Threat of gun violence or other serious threat of violence
- Leave the danger area if it is safe to do so.
If it is not safe to leave:
- Go to a classroom or similar enclosed area
- Lock the door or place furniture in front of the door(s) so that the door button cannot be operated
- Pile furniture in front of the door
- Turn off the lights
- Lie down next to the door wall if the wall material is brick or concrete, for example, or find an otherwise safe place
- Contact the emergency call centre 112 and report the situation.
- Indicate floor, room/class number
- Otherwise avoid using the phone
- If there is smoke in the corridors, do not enter the corridors with smoke, stay in the classroom and try to plug any gaps with wet clothes, etc.
- Wait for further instructions from police/rescue authorities/school staff
- Act on further instructions
Bomb threat or suspicious object/letter
If you receive a bomb threat call, stay calm and do the following.
- Listen carefully to the message from the person making the threat:
- What
- Where
- When
- How
- Who
- Take careful notes during the call.
- Make a clear report of the call to 112.
- Immediately make a clear report of the call to security staff who will assess the follow-up.
- Take the necessary action according to the instructions you have received.
**In serious and urgent cases, the entire building will be evacuated immediately.
- Proceed to the assembly point as instructed.
- Take your phone, keys, backpack and essential personal belongings with you.
- Follow the instructions you receive at the assembly point.
Suspicious object or threatening letter
- Do not touch the object.
- If it is a letter or similar item that you have already handled, memorise the points you have touched and place it in a plastic pocket, for example.
- Immediately inform the persons responsible for the security of your premises and the property, as well as the police, by calling the emergency number 112.
- If possible, cordon off the area. Keep in mind the possible future police investigation.
- Do not panic. Follow the instructions of the police and security staff.
General danger sign
A general danger signal is a one-minute rising and falling sound signal or a warning sounded by an authority. The duration of the rising and falling periods is 7 seconds.
A general danger signal means an imminent danger to the public. The warning is given by a fixed outdoor alarm system in built-up areas and by mobile alarms mounted on the vehicle outside built-up areas. Public alarms are primarily intended to warn people outside. The sound of the alarms may not be audible indoors.
The danger over signal is a steady beep for one minute. It is an indication that the threat or danger has passed.
This is what to do when you hear a general danger signal
- Go inside. Stay inside.
- Close doors, windows, vents and ventilation.
- Turn on the radio and wait for instructions.
- Avoid using the phone to avoid blocking the lines.
- Do not leave the area unless instructed to do so by the authorities, so as not to endanger yourself en route.

Radiation hazard
**A general danger signal is issued for radiation hazards.
Go inside.
- Close doors, windows, vents and ventilation.
- The central part of the house offers the best protection. Do not take iodine tablets unless advised to do so by an authority.
- Taking iodine tablets is a secondary support measure recommended for people up to 40 years of age and pregnant women.

Power outage

- Assist and guide students in exiting the building
- Check your own facilities
- School will be closed
- Leave the premises during the power cut
- After the outage, check that all systems are functioning normally

Exceptional power outages
- Follow official notices and instructions (Fingrid website and Hourly Rate - mobile phone app / communication from the local electricity distribution company)
- In case of an unannounced outage, find out if the outage affects only the premises, the whole building or the whole neighbourhood (e.g.: Are the lights on in the neighbouring buildings?
- If the outage is local, contact the property maintenance or the emergency service of the electricity company
- If the situation becomes protracted, follow the procedure for pre-notified outage situations (see above).
Actions to be taken after the end of the outage
On returning to normal operations, check the premises and ensure that all necessary systems, such as lighting and ventilation, are working normally.
Prevention of accidents
The staff members will enforce the following prohibitions and regulations. Any situation that may jeopardise safety and any action taken will be reported to the supervisor.
- Only safe and sturdy ladders are used for climbing. Ladders shall be kept locked.
- Medicines, chemicals and dangerous substances are kept behind locks.
- Knives and other sharp objects are kept behind locks.
- Corridors and passageways are kept clean and unobstructed.
- Water and other liquid spills shall be cleaned up immediately from the floor.
- If broken or otherwise dangerous furniture, etc. is found, it shall be prevented from being used and a replacement shall be obtained.
- Broken steps and other fall hazards are to be reported immediately to the maintenance department, which is obliged to take action. Prevent movement in the hazardous area.
- Any deficiencies in winter maintenance shall be reported immediately to Property Maintenance. Prevent movement in dangerous areas.
- Any risk of falling snow, ice or other objects is immediately reported to property maintenance. Prevent movement in the hazardous area. If the danger is imminent, call the emergency number 112.
- Avoid going outdoors during storms or other bad or severe weather.
Fire alarm
The building has an automatic fire alarm system that alerts the rescue services. When the fire alarm sounds, everyone must leave the building immediately.

- Close doors and windows.
- Use the nearest possible escape route.
- Guide guests and students
- Call 112 from a safe place and give more information about the situation. At the same time, make sure that the emergency services have been informed of the fire.
- Move to the assembly area, do not stay in front of the entrances.
- Do not leave the place of assembly without permission.

Chemical accident
If a chemical substance is spilled on:
- emergency showers are used to dilute and rinse the substance.
- If necessary, seek medical attention and take the safety data sheet of the chemical in question with you to show the doctor.
External chemical threat:
- act in accordance with the official announcements.
Theft
- If you notice that your property has been stolen, inform the property manager immediately and report the crime to the police.
- Try to avoid touching the crime scene, protect any traces left by the perpetrator.
- Theft crimes are, as a rule, crimes against the interested party, so starting a preliminary investigation requires the victim to file a criminal complaint. You can report a crime either electronically at www.poliisi.fi or in person by visiting a police station.
